IRC has been working in Pakistan for over 30 years, and manages and delivers large, complex programs to meet the needs in health, education, protection, environmental health and livelihoods for displaced, poor and disaster affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa, Sindh and Baluchistan Provinces.


Job Overview/Summary:    The overall objective of this position is to support district health team(s) facilitating smooth coordination and implementation of program activities. Provide support to team on capacity building, data collection and community mobilization activities and to coordinate with district health department and other relevant stakeholders.


This position will assist Project Manager and Health Coordinator in report writing, financial Management & in implementation of services in project districts. Following is summary of the activities need to be performed by the District Coordination Manager;


Major Responsibilities:


Supervision/Implementation:


·         Provide leadership and manage district teams to ensure program quality, effectiveness and achievement of program results.


·         Manage and supervise staff in accordance with IRC HR Policies and Procedures including staff performance management, orientations, capacity building, staff induction and conflict resolution.


·         Maintain an updated database of all trainings and community mobilization activities at district level.


·         Provide necessary organizational support to conduct trainings/ workshops / seminars / meetings etc.


·         Assist in developing bi-annual and quarterly work plan as envisaged in the project proposal.


·         Assist in conducting required surveys or assessments as part of the project plan.


·         Plan and conduct community mobilization and capacity building activities in District


·         Supervise and support district level teams to perform their jobs and ensure efficient utilization of IRC resources and assets;


·         Conduct field visits to ensure implementation of project activities as per plan


·         Provide input and ensure quality of the activities being implemented. Support monthly meetings of field staff at district level


·         Ensure maintaining all technical training data base with coordination of HIS section.


·         Ensure medicines and equipment’s are timely provided at all facilities.


·         Strong mutual support and integration of Health Service Delivery, HIS & CMU for achievement of the project objectives


·         Prepare/Review activity reports of the section


·         Analyzing and sharing of monthly & weekly reports of all technical services in IRC supported health facilities.


·         To perform any assign task assigned by reporting line(s)


Liaison & Coordination:


·         Strong collaboration and coordination with stakeholders at district level to achieve overall organizational objectives.


·         Liaise with IRC security focal points on security issues; ultimately responsible for security management at the district level.


·         Provide support to Health department & District Population Welfare Department and PPIF in arranging and attend celebrations of special events like children day, WP day, and other BCC interventions.


·         Represent IRC's RH programs in liaison with partners, governments, NGOs, etc.


·         Ensure participation in coordination meetings at district level with all stakeholders of IRC’s health program.


Financial Management:


·         Manage petty cash for projects needs and timely send expenses to concerned  office.


·         Ensure that monthly cash projections are prepared and submitted to finance.


·         Coordinate all purchases and requisitions with procurement.


Key Working Relationships:


Position Reports to: Health Coordinator Position Supervises:  Quality Assurance/Quality Control Officers, Community Mobilization Officers, Champions


Job Requirements:


a)      Education:


Master’s degree in Social Sciences, or in Public Health, development sector or related field


Work Experience:


Four (4) years’ of experience in relief/development projects managing diverse teams; operations of district offices. Experience of working in a large complex organizations, including preferably at least three (02) years of working within an international NGO.


b)      Demonstrated Skills and Competencies:


·         Capacity to develop, implement and analyze quality assurance components ,  plan and execute staff trainings, develop and implement work plans, duty roasters,


·         Skills in lesioning and coordination of meetings with stakeholders.


·         Strong coordination skills with the ability to manage information (report writing and presentations).


Language Skills:


·         Must be fluent in Urdu & English


Working Environment:  Works well in coordination and facilitates  teamwork, flexible and able to handle pressure well (for self and his/her teams).
