Job Description:

Position: Education Needs Assessment Consultant

Location: Pakistan

Reports to: Regional Program Development Manager

Duration: 14 days, during the month of February 2019

Position Summary: RI is looking for an  individual consultant or organization, to conduct a Needs Assessment for RI in KP Province of Pakistan. The selected individual consultant or organization will conduct a technical assessment using standard methodologies and tools such as KIIs and FGDs with stakeholders in support of a proposal to PRM (please expand on this acronym) Pakistan, and work with RI’s program development team to provide primary information and analysis to enable a comprehensive needs assessment in the area of education. This information will allow RI to develop a needs based, high impact program addressing the education needs of highly vulnerable Afghan refugees living in Pakistan.

Scope of Work:

The individual consultant or organization is required to undertake a:

1. Context Analysis

  • Basic information related to education system in Pakistan including school year, certification, types of schooling available to different groups (formal and informal), different types of curriculum being used and costs (direct/ opportunity).
  • Government and other actors’ overall and preferred objective of education programs in the area for Afghan refugees / migrants
  • Preliminary context information relevant to education in Peshawar, Nowshera and Swabi (KP), including number of schools, locations, enrolment figures (disaggregated by grade and sex, and ethnicity (Pakistani, Afghan) and where possible, existing data on numbers of out-of-school children (disaggregated by sex, grade, ethnicity, refugee status).

·         Stakeholder mapping of what actors and schools (government, NGO-run and private) are in the area

2. Education and child protection needs assessment to get information on:

  • Number of out of school children (Pakistani and Afghan) in the assessment schools/ communities
  • Key barriers and enablers in terms of a) accessing school; b) retention and completing school; c) learning outcomes
  • Legal / documentation status of people of concern and constraints in access to education
  • School management/ governance and teaching personnel data
  • School infrastructure – safety, needs, priorities
  • Parental and community engagement in education

Interviews should be conducted where possible with District level MOE representatives, head teachers, local leaders, school teachers, community members including in school and out of school children (girls and boys), and parents/caregivers.

Candidate will need to use RI’s consent forms when interviewing candidates, and abide by RI’s Child Protection and Safeguarding Policies

Consultancy Deliverables:     

1.      Context analysis report

2.      A comprehensive Needs Assessment report narrative, with tools annexed, along with accompanying raw data in form of software ready for analysis e.g. Excel

3.      Reports of group discussions and interviews

4.      Government policy documents related to topic, if any

Required Skills:
Qualifications & requirements:   This position, preferably in KP Province working with education, IDPs and other vulnerable individuals, particularly on designing education and early, with robust child protection and safeguarding, ethnicities and security situation in each, preferably with government permissions already, preferably with an existing operational presence, Strong leadership and teambuilding skills, facilitation and capacity building experience.
